Pasig's comms arm honored at FOI Awards 2022

Ugnayan sa Pasig (UsaP), Pasig City’s information and communication arm, was among the top requested and top performing agencies hailed by Freedom Of Information (FOI) Philippines at the 2022 FOI Awards.

UsaP was one of the agencies included in the top requested and performing agencies in the eFOI portal category with “250 to 499 requests and with at least 90 percent closed transactions.”

UsaP was created in accordance with the Pasig City Transparency Ordinance (Ordinance No. 37, Series of 2018) authored by incumbent Mayor Vico Sotto when he served as a councilor from 2015 to 2018.

Pasig City was the first to pass a transparency ordinance in Metro Manila.

Serving as Pasig citizens’ helpdesk, UsaP enables citizens to request information that can be found in the city’s available records for research or personal knowledge.

Citizens can also make reports and file complaints through UsaP as well as give suggestions and other feedback to the local government.

UsaP is tasked to ensure the public’s right to information and enforce transparency in the government, especially in regards to government actions and transactions.

The awards ceremony recognized the government units and organizations that have localized the FOI program by passing their own FOI ordinances and promoting FOI in programs and policy areas.

The honorees were selected through a voting process made by the FOI Awards committee composed of officials and transparency advisors from the Office of the Executive Secretary, the FOI - Program Management Office (PMO), the Asian Institute of Management, and the Makati Business Club.

The committee screened the nominees from July 22 to September 22.

The other agencies in the category were the Department of Agriculture (DA), National Mapping and Resource Information Authority (NAMRIA), Department of Foreign Affairs (DFA), Philippine Health Insurance Corporation (PhilHealth), Bureau of Local Government Finance, Government Service Insurance System (GSIS), Pag-IBIG Fund (or the Home Development Mutual Fund ), Armed Forces of the Philippines (AFP), Department of Budget and Management (DBM), DA - Bureau of Soils and Water Management, and the Department of Justice (DOJ).

FOI Philippines said its ultimate goal is to “institutionalize FOI” in order to protect and promote the people’s right to access public information and help facilitate the creation of a well-informed citizenry.

The agency actively collaborates with UsaP to strengthen FOI implementation, education and communication such as the capacity building workshop for 135 Pasig City employees held last Oct. 7.

As of October 2022, there are 63 government agencies nationwide that have passed their own FOI policies and ordinances, said FOI Philippines.
