Central Visayas top cop vows to uphold human rights principles in campaign vs Reds
Police Brig. Gen. Roderick Augustus Alba, director of the Police Regional Office 7, has vowed to uphold the principles of human rights in the intensified campaign against communist insurgency in the Central Visayas region.
In his first command visit in Negros Oriental, Alba emphasized the need to step up community relations in order to convince more communist rebels and their supporters to surrender, rather than the use of force, which he said, should be the last resort especially for policemen to defend themselves from attacks.

He said this is also in line with the program of national police chief Gen. Rodolfo Azurin, Jr. to value the preservation of life under the peace and security framework, the MKK=K. It stands for Malasakit, Kaayusan, Kapayapaan, and Kaunlaran.
Police forces in Negros Oriental were able to convince 23 communist rebels in the province to surrender-- a strategy that the national government has been pursuing through the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC).
The Negros Island, composed of Negros Occidental and Negros Oriental, are among the few provinces in the Visayas region where communist rebels operate. Negros Occidental is under the Police Regional Office 6 while Negros Oriental is under Police Regional Office 7.
"Over the years, there has been a series of shooting incidents transpired in the province, some of which include ISO (internal Security Operation)-related cases," said Alba.
"The primary challenge of your Police Provincial Office is crime prevention and because of your relentless efforts and through the leadership of your Provincial Director, there is already a significant decrease in the crime trend in certain cities and municipalities within the province of Negros Oriental as evidenced in your statistics," he added.

Another positive indications that the Negros Oriental police is on the right track in terms of peace and order was the awards and citations received by some of its offices and personnel-- the Best Police Provincial Office, Best Component City Police Station, Beat Mobile Force Company, Best Junior Police Commissioner Officer, Best Municipal Police Station, Best Performing Unit against wanted persons, loose firearms and illegal gambling in the city and municipal level during the 121st Police Service Anniversary.
During his visit, Alba also conferred Medalya ng Kadakilaan to Police Lt. Col. Joeson Parallag; Police Lt. Bobby Fulmaran; Police Staff Sgts. Crisanto Panggoy, Vicente Querubin,Edwin Bucol; and Patrolman Angelito Silorio of Dumaguete City Police Stationfor their exemplary performance during a buy-bust operation on Oct. 28in Barangay Cadawinon, Dumaguete City that led to the arrest of a suspected big-time drug pusher and confiscation of some P2.7 million worth of shabu.
The same award was given to Police Lt. Col. Alvin Funtalan, Police Lt. Mark Anthony Apsay, Police Staff Sgt. Aldrin Valencia and Police Corporal Shem Dorren Saranillofor the successful buy-bust operation on Aug. 8 in Sibulan, Negros Oriental that led to the arrest of Jemar Duelo Casalta and the seizure of 222.55 grams of shabu worth PhP1.5 million pesos.
Alba urged the local police force to continue running after criminal elements in order to sustain their gains this year that include confiscation of 446 accounted loose firearms and to further intensify their campaign against gun runners in the province.
"We have come a long way in our journey of transforming the PNP into a more capable, effective, and credible police organization. The most fundamental reason why we need to foster cooperation between the PNP, our partner agencies, and all our stakeholders. We are in this together and we have high hopes for Team PNP Region 7 in its future endeavors," said Alba.
