Now on her third term, lawmaker, and women and children’s welfare advocate Bernadette Herrera Dy, 46, is Bagong Henerasyon (BH) Partylist representative in the 19th Congress.

Dy established Bagong Henerasyon Foundation Inc. in 2001 before it became a party-list group in 2009. It represents the youth, women, and Filipinos in need, according to BH Partylist’s official YouTube channel.

Under the group, Dy sponsored various Technical Education and Skills Development Authority (TESDA) workshops that granted beneficiaries National Certificates (NC) II and III, according to the National Teacher College - Student Government’s official Facebook page.

The representative finished her secondary education at the School of the Holy Spirit of Quezon City in 1993 and earned a degree in Business Economics at the University of the Philippines in 1997. She was also a Quezon City councilor and was awarded the most promising councilor by the city’s Press Association.

Dy was Quezon City Councilor at 25 and became a House of Representatives member in 2016. During the 18th Congress, Herrera served as a deputy majority leader (2019) and a deputy speaker (2020).

As a House of Representatives member, she co-authored House Bill (HB) 0580, now known as the Republic Act (RA) 11210 or the Expanded Maternity Leave Law, and was one of the principal authors of HB 11486 now known as the RA 11596 or the Prohibition of Child Marriage Law.

Among the bills she filed this term were HB 1010, or The Magna Carta of E-Commerce Delivery Personnel, which will ensure e-commerce independent contractors’ security and penalty for those who cancel cash-on-delivery-based transactions; and HB 1013, or the Water Regulatory Act of 2019, which will rationalize the economic regulation of water utilities and create the water regulatory commission, among others.

Outside public service, Dy’s official Facebook page revealed that she is a TV host at Serbisyong Bayanihan, a public service program under UNTV and Hugpong Para Kay Sara spokesperson.
