Get taxpayers' trust and confidence, BIR chief tells personnel

Bureau of Internal Revenue (BIR) Commissioner Romeo D. Lumagui, Jr. has ordered for a service-oriented assessment and collection of tax liabilities in order to get the compliance and full cooperation of taxpayers.

Lumagui said issued the instruction during his first command conference with regional directors, district officers and key officials of the large taxpayers service held behind closed doors at the Philippine International Convention Center in Pasay City.

Lumagui said conducting service oriented meeting with taxpayers will encourage them to comply with their financial obligations to the government.

He said the audit of taxpayers' books of accounts without threat of sanctions would make them more cooperative.

"Just follow the normal audit procedure," Lumagui told the attendees.

Lumagui ordered the resumption of the investigation which had been suspended since May by his two predecessors, first by Caesar R. Dulay and continued by Lilia Catris Guillermo.

The audit suspension caused many taxpayers to neglect settling deficiency taxes, according to regional directors.

"The take from investigation is only about three to five percent of the annual total collection, but has tremendous effect in voluntary compliance as it makes taxpayers aware of the serious consequences of untruthful declarations," said one director.
