Pimentel insists P9.3-B intel, confidential funds of Marcos admin should be realigned
Senate Minority Leader Aquilino "Koko" Pimentel III on Wednesday, November 9 sought the realignment of the Marcos administration’s P9.3-billion intelligence and confidential funds (CIFs).
If this is not possible, Pimentel said these funds should be used for food, ‘ayuda’ (financial assistance), housing units, among others.
Pimentel made the pitch in today’s start of deliberations on the proposed 2023 P5.268-trillion national budget. Senator Juan Edgardo "Sonny" M. Angara, chairman of the Senate finance committee, is defending the Marcos administration budget for the next fiscal year.
If need be, accomplishment reports on how these funds were used should be submitted to Congress, the senator added.
Pimentel focused his attention on the P500-million intelligence funds for the Office of the Vice President; P150-million for the Department of Education (DepEd) headed by Vice President Sara Duterte; and the P19.2-million for the Office of the Solicitor General.
He said he has no problem with law enforcement agencies, the Armed Forces of the Philippines (AFP) and the National Intelligence Coordinating Agency (NICA) having intelligence funds because they need the funds to implement their mandates.
On Pimentel’s query whether government offices should be required to submit periodic reports to Congress on the use of intelligence funds, Angara said these funds are no longer confidential if periodic reporting is required.
Whether the use of Intelligence funds should be reported to the Senate President, Angara jokingly replied that it might not be confidential because the Senate chief is ‘’sociable’’ and that such a report would be known by Senators Sherwin Gatchalian and Joseph Victor ‘’JV’’ Ejercito in a span of one hour.
"If Congress is not interested in receiving periodic reports on the use of intelligence funds, who should receive them?" Pimentel asked.
Angara replied that under the general provision of the proposed General Appropriations Act (GAA or national budget), agencies utilizing intelligence funds submit to the President of the Philippines a quarterly report on the accomplishments in the use of said funds.
On the use of confidential funds, they submit reports to the President as well as both Houses of Congress, Angara added.
