Families affected by construction of new Muntinlupa City Jail to get financial assistance


A total of 11 informal settler families affected by the construction of the new Muntinlupa City Jail will get financial assistance from the Muntinlupa City government.

In May last year, the Muntinlupa City government signed a memorandum of agreement with the Bureau of Jail Management and Penology (BJMP) for the usufruct of the former’s property in Barangay Putatan with an area of 5,647 sq. m., which will be used as a site for the new city jail.

Under the Civil Code, "Usufruct gives a right to enjoy the property of another with the obligation of preserving its form and substance, unless the title constituting it or the law otherwise provides."

However, 11 families residing at the site of the future city jail will be affected and needed to be transferred and relocated.

Last Oct. 24, the Muntinlupa City Council passed Ordinance 2022-020 granting P5,000 financial assistance to each affected family.

The ordinance stated that the informal settler families “were not listed in the UDHA Masterlist of Potential Beneficiaries as certified by the head of the Urban Poor Affairs Office (UPAO) and therefore not qualified to receive compensation/grant as provided by the UDHA law.”

The P5,000 for each family is a form of compassionate/humanitarian financial assistance.

Mayor Ruffy Biazon signed the ordinance on Nov. 7.
