Zero tolerance for illegal drug deals in jail facilities, BJMP says

The Bureau of Jail Management and Penology (BJMP) has vowed to run after its personnel who have direct or indirect links to the illegal drug deal in its jail facilities.
Newly-designated BJMP National Capital Region (NCR) Regional Director chief Supt. Efren Nemeño said there would be no sacred cows in the anti-illegal drugs campaign in the office under his watch.
“Make sure that your (jail wardens) jails are drug-free or else face the consequence of relief from your post and possible administrative charges,” Nemeño warned.
Immediately after the conference, Nemeño ordered the conduct of an unannounced drug test to 188 BJMP-NCR personnel and senior officials which yielded negative results.
The surprise drug test of NCR personnel was conducted by the Department of Health (DOH)- accredited testing center and the Philippine Drug Enforcement Agency (PDEA).
After the drug test, Nemeño emphasized the ‘value of professionalism’ among his men in dealing with the public, service providers and families of the persons deprived of liberty (PDLs).
“Hindi lang tayo dapat magaling sa trabaho kundi pati na rin sa pakikipagkapwa tao (We should not only be superb in our work but also be excellent in dealing with other people),’’ he added.
The BJMP-NCR chief pointed out his seriousness in eradicating the illegal drug trade in the BJMP-NCR jails saying “ako mismo ang magpapakulong (BJMP-NCR men) me malaman lang akong gumagawa ng makakasira sa BJMP (I will personally put you behind bars ones I discover that you are involved in misdeeds that tarnish the image of the BJMP),’’ he added.
Foiled entry of shabu
“Not just one, but two attempts of smuggling suspected methamphetamine hydrochloride, commonly known as shabu, were foiled by NCR personnel,’’ the BJMP noted.
In Taguig City, JO1 Patrick Paciencia, duty searcher of the Metro Manila District Jail Annex 2 intercepted four sachets of suspected shabu and drug paraphernalia hidden inside the shoes brought by a male visitor through the ‘paabot (hand off)’ system.
The BJMP investigation disclosed that the searcher found a freshly glued cut at the backside of the sole of each shoe, ‘so he ripped the soles and found the contraband (shabu)’ worth P120,000.
In another incident, JO1 Alejandro Columbino Jr, duty searcher of the Pasay City Jail- Male Dormitory, recovered one sachet of suspected shabu stuffed inside a chicken wing from the food "paabot" of a visitor who turned out to be a former PDL of the facility.
PDEA representatives, local police and barangay officials were immediately called for proper verification, tagging and turnover of contraband in both incidents.
Nemeño commended the personnel for their solid and consistent efforts in guarding the gates of the facility from contrabands, particularly illegal drugs.
Meanwhile, BJMP chief Jail Director Allan Iral reminded all personnel, especially the jail searchers to be extra vigilant in searching all “paabot” to the PDL, especially this holiday season.
“I urge you to take seriously, your duty of ensuring a drug-free facility. Dahil kung hindi, mawawalan ng saysay ang lahat ng ating mga isinusulong na programa para sa ating mga PDL (If you won’t do that all our programs for the PDLs will go for naught), Iral stated.
Since March 2020, the BJMP has temporarily suspended the contact visitations in all of its 477 jail facilities nationwide.
Only essential items such as additional medicines and special dietary requirements can be brought to the facility by the families of the PDL subject to the usual searching procedures and security protocols. (Chito A. Chavez)
