House bill to improve cyclists' safety

Rodriguez, chairman of the House on Constitutional Amendments filed in the ongoing 19th Congress House Bill (HB) No.1669 or the proposed “Philippine Bicycle Act".

He said his bill's potential enactment would make cycling safer for Filipinos and promote the healthy lifestyle that it enables.
The measure sets out to define the rights of cyclists in the Philippines, as well as the creation of bicycle lanes, bicycle parking areas, and other support infrastructure nationwide.

Under the bill, bike lanes shall be established in all primary and secondary roads for the exclusive use of cyclists. Bicycle racks for bicycle parking will also be required in all public places, government offices, schools, major business establishments, hospitals, and the like.

The Rodriguez bill also outlines different limitations on the use of bicycles such as capacity, proper road usage, and other limits that ensure the safety of everyone.

Further, every cyclist is mandated to comply with the enumerated duties and obligations, including ensuring that their bicycles are fully equipped with basic bike accessories that are all in good running condition.

They must also be equipped with basic protective gear such as a helmet, reflectors, and bike lights.

The bill is currently pending with the House Committee on Transportation.
