Parañaque's BPLO chief reelected president of business permit officials' body

Parañaque City’s Business Permit and Licensing Office (BPLO) chief, Atty. Melanie Soriano-Malaya, was re-elected for the third time as president of the National Association of Business Permit and Licensing Office (NABPLO).

The national convention of BPLO chiefs from different cities and municipalities nationwide was held at Solea Hotel and Resort in Cordova, Cebu on Nov. 22 to 25.

Malaya said the national convention was attended by 400 BPLO chiefs.

The NABPLO, a partner of the national government in instituting reforms in governance towards economic growth and countryside development, was organized in 1998.

The purpose of the program is to recognize the role of local BPLO chiefs in each city and municipality in promoting a business-friendly local government unit.

Malaya is the brain behind Project: Express Lane Operation (ELO) 2.0, which aims to simplify the process of applying for business and working permits by computerizing the system and reducing the steps from 10 to four.

The BPLO chief said Project ELO 2.0 was conceptualized during the term of 1st District Representative Edwin Olivarez as mayor of Parañaque.

Malaya said Parañaque has become the country’s first local government unit (LGU) that is fully compliant to streamlined business permit processes.

Mayor Eric Olivarez hailed Malaya for her feat in being elected for the third time as president of the NABPLO.
