ZAMBOANGA CITY - The National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) has underscored the need to develop conflict-affected communities in Zamboanga Peninsula as a way of resolving security issues in the region.

Retired General Manny Salamat, TF-ELCAC Executive Director, said they are looking at a shift toward a campaign of stability and development to bring progress to communities affected by conflict.
The council also asked the Department of Interior and Local Government to facilitate fast tracking developmental efforts to the vulnerable communities to link them to the center of government.
Prof. Clarita Carlos, National Security Adviser, for her part said the enemies of the state capitalize on the unmet needs of these communities and thus, it is becoming important that the government respond to their call.
Because of limited funds, however, it is important for the government to determine the specific needs before funds are sent to these areas.
Sec. Carlos, Exec. Dir. Salamat, and Sec. Carlito Galvez, Presidential Adviser for Peace, Reconciliation and Unity, attended the Regional Development and Security Forum in Zamboanga City on Wednesday, Nov. 23.
The leaders met with local government, security, and department agency executives to discuss priority programs on security in the region.
The recommendation is in line with the goal of the NTF-ELCAC during its 2nd Execom meeting in Tacloban City which is to implement a whole-of-nation and whole-of-government approach towards national development.
