The powerful bicameral Commission on Appointments (CA) on Tuesday, November 22 confirmed the appointment of former Department of Public Works and Highways (DPWH) senior undersecretary Manuel Manligas Bonoan as DPWH secretary.
This came after Senate President Juan Miguel Zubiri, concurrent CA chairman, banged the gavel at 2:53 P.M. during the commission’s plenary held at the Senate session hall to announce that Bonoan’s appointment has been confirmed.
Bonoan left a high-paying private sector job as consultant to heed the call of President Marcos to be one of his Cabinet members.
During the CA committee’s public hearing chaired by Representative Rodante Marcoleta, Senator Imee Marcos asked about the P32 million Bonoan received between June 30, 2021 and June 30, 2022 as stated in his statement of assets, liabilities, and net worth (SALN).
Bonoan, a native of Solsona, Ilocos Norte, replied: “I believe these receivables, if I have to look into the details of it, are, actually some of them, are part of the retirement pay that I receive from my private practice in San Miguel Corporation. Mostly, I think came from there.’’
“I could imagine that there have been some also that came from the other business that we have been into,” he continued.
Marcos said she could attest that Bonoan has an unexplained poverty and ‘’he is fit for the job...to repeat the golden age of public works.’’
‘’Ilocanos dare to build while others only dream. He is a proud product of that legacy. Agbiag ni Apo secretary Manuel Bonoan (Long live Apo Manuel Bonoan),’’ Marcos said.
The presidency of Marcos’ father, the late President Ferdinand E. Marcos Sr., was highlighted by his infrastructure program such as the Pan Philippine Highway that links Cagayan in Northern Luzon to Davao in southern Mindanao. The Marcoses are from Ilocos Norte.
During the committee hearing, Zubiri and Representative Johnny Pimentel each gave their 1,000 percent support for Bonoan’s confirmation. Pimentel also traced his roots to Ilocos Norte.
Senator Jose ‘’Jinggoy’’ Ejercito Estrada strongly pushed for Bonoan’s confirmation because he is ‘’well-respected, of his humility, professionalism, mild-mannered, modest and unquestionable expertise.’’

Pangasinan Representative Ramon N. Guico Jr., head of the House of Representatives delegation to the CA, said Bonoan ‘’is very qualified to head the DPWH’’ while others said the DPWH is under the good hands of Bonoan.
