Let's take care of our creatives

Several bills are being discussed in the House of Representatives all pushing the same objective:  To provide incentives to outstanding Filipino creatives who have given the country honor through their works that have garnered international recognition. Among these are House Bill (HB) No. 1281 or the Creative Philippines Act, HB No. 1934 or an Act Granting Cash Incentives to Winning Filmmakers, Film Production Entities, Literary Writers, Artists, and Performance in the Creative Sector, Appropriating Funds Therefor and for Other Purposes, and HB No. 4540 or an Act Protecting the Rights and Welfare of Filipino Artists, Providing for Benefits, and for Other Purposes. The House Special Committee on Creative Industry and Performing Arts, which is headed by Pangasinan 4th District Rep. Christopher de Venecia, deliberated on these proposed measures last week and agreed to form a technical working group to draft a substitute bill that will consolidate the provisions of these proposals. De Venecia, a grandson of Dr. Jose Perez who founded Sampaguita Pictures, has decried the government's lack of incentives for our very own creatives who have won prestigious international awards as he compared how athletes have gotten benefits for achieving the same. The congressman from Pangasinan, who is also the founder of Manila-based theater company The Sandbox Collective, said he patterned his bill after Republic Act No. 10699 or the National Athletes and Coaches Benefits and Incentives Act. It is true that the Congress of the Philippines — both the House and the Senate — has not been remiss in adopting resolutions that recognize the feats of the country's creative industry stalwarts whenever they do the nation proud by their outstanding works.  However, the lawmaker believes it is time “to step a notch higher and show our support for our Filipino creatives in a much more meaningful and impactful way.” If these bills become one law, the outstanding creatives will be given cash incentives from ₱2 million to ₱10 million.  Proposed to be given these bonuses are Filipino winners in the Academy Awards; international film festivals in Cannes, Berlin, and Venice; Emmy Awards, Grammy Awards, Game Awards, World Architecture Festival, INSIDE World Festival of Interiors, Nobel Prize for Literature, and Tony Awards for theater. The benefits outlined in De Venecia's proposal would include:  20 percent discount from establishments and theaters, free medical and dental consultations in government hospitals, coverage in the National Health Insurance Program, a comprehensive social security program, priority in existing livelihood programs, including housing. Legislation such as this that celebrates Filipino artistic talent and ingenuity and incentivize creative practitioners will go a long way in inspiring the nation's young artists to achieve excellence.
