ILOILO CITY -- A town councilor in Capiz province is among the casualties of tropical storm Paeng.
The Capiz Provincial Disaster Risk Reduction and Management Office (Capiz PDRRMO) identified the casualty as Ricarte Dorado, a member of the Sangguniang Bayan of Panitan town.
Dorado was among the three who died after a kuliglig (an improvised farm tractor) was swept by strong currents of a flood in Bahit village on Monday, Oct. 31.
His body was recovered on Tuesday, Nov. 1.

Dorado’s daughter Maricar and niece Janet Bismanos also died.
Six other persons, who were mostly family members of Dorado, were rescued.
The death of Dorado and his daughter and niece brought to six the death toll of Paeng in Capiz province.
Of the six, four deaths occurred in Panitan town.
Two others also drowned in Panay and Pontevedra towns.
The provincial government of Capiz earlier declared a state of calamity as Paeng’s flood affected 309 barangays (villages) in 17 towns.
Almost 317,500 persons were displaced by flood and landslide.
