Police file charges vs 14 security guards for illegally occupying gov't cottage in Baguio
BAGUIO CITY – Police filed trespassing, forcible entry, and illegal possession of firearms and ammunition charges against 14 security guards for illegally occupying the cottage of the Bureau of Plant Industry (BPI) inside the Baguio Animal Breeding and Research Center (BABRC) in Purok 1, Barangay Dontogan, this city, on Friday, Oct. 7.

The cases for violation of Article 281 of the Revised Penal Code (trespassing) and illegal possession of firearms and ammunition under Republic Act 10591 were filed at 11 p.m. at the Baguio City Prosecutor’s Office.
The security guards were identified as John Joward Martinez Guevarra, 41; Jaime Chicote Milagrosa Jr., 49; Reynaldo Permijo Ramiro, 50; Antonio Luna Banadera, 32; Percival Borja Laguisan Jr., 35; Jovannie Subido Fernandez, 29; George Acosta Molina, 43;
Dennis Valencia Cayabyab, 23; Donato Cancing Domingo, 37; Wilfredo Gutierrez Alcaraz Jr., 42; Dante Estoeso Balino, 48; Joselito Jacala Estrada, 40; Raffy Opena Manalastas, 40, and Estrada Melchor Avenigno, 27.
They are working for the 8 Dragons Elite Security Agency based in Quezon City.
They were arrested following the complaint of Robert Lomadeo Domoguen, 64, officer-in-charge, BABRC.
According to Domoguen, the security guards, at 10 a.m. on Tuesday, Oct. 4, forcibly entered the closed area of the property owned by the Department of Agriculture (DA)-Cordillera without agency permission and despite numerous no trespassing signs.
They entered by passing through a concrete fence owned by Isla Land Developers Inc. in Phase 5, Green Valley Village, near the Baguio Dairy Farm.
Once inside the government property, the security guards forcibly occupied the cottage by breaking the padlock.
They said that a man named Andrew Bandoc Directo, 38, of Bakakeng Central here hired them to guard the area to get his parcel of land covered under a Transfer Certificate of Title (TCT).
The DA-Cordillera said the disputed area actually belongs to them and is still under trial in court.
A representative of the security agency submitted to the police on Thursday, Oct. 6, a copy of the termination of contract between them and their client but they still remained in the area.
Domoguen asked BCPO-Station 10 for assistance on Friday and arrested the security guards.
Two of them surrendered their service firearms without proper documents.
They are in the custody of BCPO-Station 10 and expected to post bail on Monday, Oct. 10.
