TESDA-DOLE database link-up a priority, says Director-General Cruz

One of the immediate plans of Technical Education and Skills Development Authority (TESDA) is to integrate its repository of skilled graduates with the Department of Labor and Employment’s (DOLE) public records and make it easier for businesses to find skilled workers that are compatible with their manpower needs.

This was the answer Danilo Cruz, TESDA director-general, gave to a query of Senate Majority Leader Joel Villanueva on what actions are being taken by TESDA to collaborate with other labor agencies and help curb the rising unemployment rate of the country.

Cruz and other TESDA officials appeared before the Senate Fiinance Sub-Committee G chaired by Senator Loren Legarda to defend their proposed 2023 budget of P13.7 billion.

TESDA’s 2022 budget is P14.021 billion.

Villanueva, a formar TESDA chief himself, expressed his admiration for Cruz whom he called his "idol" since he first met him 20 years ago at the House of Representatives.

He said that while some TESDA chiefs in the past had to take a longer time to "learn the ropes of TESDA", Cruz, who brought with him over 40 years of experience from the DOLE, hit the ground running when he took the helm, since he is already familiar with "the ins and outs" of the agency.

During the public hearing, Legarda grilled TESDA executives after seeing poor utilization rates in the agency's scholarship programs in the past few years, the lowest being only 5.25 percent before the end of September 30, 2020.

TESDA executives explained that they have obligated the lion's share of the scholarship program funds in the last three months of 2020.

Legarda, saying that the TESDA's answer seems hard to believe, demanded that a more detailed report be given to her committee.

She nevertheless approved TESDA’s proposed budget on the condition that TESDA officials submit to her other documents regarding their operations so that she could ably defend their budget during Senate plenary deliberations next month.
