LTO studies possibility of lowering fine for unregistered top boxes, saddle bags of motorcycles

After getting complaints from some motorcycle riders, the Land Transportation Office (LTO) on Friday, Oct. 7, said it is now studying the possibility of lowering the P5,000 fine for motorcycle owners with unregistered top boxes and saddle bags.

Earlier, LTO Chief Assistant Secretary Teofilo Guadiz III has ordered the suspension of apprehension of motorcycles with unregistered top boxes and saddle bags or non-compliant with the safety parameters set forth by the LTO.
The agency said the suspension seeks to amend or restudy LTO’s memorandum titled“ Guidelines on Inspection and Apprehension Relative to Motorcycle Top Boxes and Saddle Bags”, which was issued in March 2016.
Motorcycle owners are also being fined P5,000 for having customized or top boxes and saddle bags which are non-compliant with the safety parameters of the Department of Trade and Industry (DTI) and the LTO.
“The issue of hefty fines is one of the aspects of the March 2016 memorandum that is under review,” he said.
“Rest assured that we will do our best to come up with fines that are more affordable and practical and keep it attuned to the times," he added.
The agency, meanwhile, appealed to motorcycle owners to have their top boxes and saddle bags registered to ensure the safety of motorists and the general public.
