Executive Secretary Lucas Bersamin said it was "very probable" that President Ferdinand "Bongbong" Marcos Jr. would sign the SIM Card registration measure into law as there was no signal of a veto from the Chief Executive.

Bersamin said this after the Senate and the House of Representatives transmitted the proposed law to the Office of the President on Tuesday, October 4.

In an interview with reporters, Bersamin said the proposed legislation would "most likely" get President Marcos' approval.

The former Chief Justice added that there was no signal that the President would veto the said measure.

"Very distinct ang possibility. Wala pa kaming pinag-aaralan na veto dito, eh (We're not tasked to study it for a veto)," he said.

Bersamin said the mere fact that the Legislative Branch submitted the proposed measure to the Chief Executive meant that there was a high probability of Marcos agreeing with them.

"You must presume the good faith of the two houses of the legislature. When they submit to the President, for the signature, any piece of legislation, the probability is high that the President will agree with them," he said.

Meanwhile, the newly appointed Palace official said the same goes for the measure postponing the Barangay and Sangguniang Kabataan Elections (BSKE) this year.

"Most likely. Very probable," Bersamin said.

If signed, these would be the first two laws under the 19th Congress that Marcos would pass.

The SIM Registration bill aims to minimize the number of scams committed through text and online messages by regulating the sale and use of SIM Cards.

Former president Rodrigo Duterte vetoed the SIM Card Registration Act in April this year due to mandatory social media registration.

Meanwhile, the other bill postpones the BSKE from December 2022 to October 2023.
