Zubiri, Romualdez sign the first two enrolled bills of the 19th Congress

Senate President Juan Miguel Zubiri and House Speaker Ferdinand Martin Romualdez today (Oct., 4) led the ceremonial signing of the first two enrolled bills of the 19th Congress.

These are the Subscriber Identity Module (SIM) Registration Act (Senate Bill (SB)1310/House Bill (HB)14) and the Barangay and Sangguniang Kabataan (SK) Elections Postponement Act (SB1306/HB 4673).

The two proposed measures are the first two bills to be submitted by the current 19th Congress to Malacañang for the signature of President Ferdinand “Bongbong” R. Marcos Jr.

Zubiri said the SIM Registration Act seeks to put an end to SIM-enabled text and online scams, regulating the sale and use of SIMs by requiring users to register their SIMs with valid identification.

A previous version of the bill was also approved by both Houses in the 18th Congress, but was vetoed by the Duterte administration. Zubiri is optimistic about the chances of the bill in the current Congress.

“I am confident that the administration sees the urgent need for this bill. We have also addressed the concerns regarding social media registration raised in the previous veto, so, we expect that there will be no problem here,” Zubiri said.

Also present at the signing, on the part of the Senate, were Senate Majority Leader Joel Villanueva; Senate Deputy Majority Leader Joseph Victor ‘’JV’’ Ejercito; and Senators Grace Poe, and Imee Marcos.

Representing the House along with Romualdez were Majority Leader Mannix Dalipe and Representatives. Toby Tiangco, Marjorie Ann Teodoro, and Yoyette Ferrer.

The signed copies of the enrolled bills were turned over to PLLO Secretary Mendoza for the approval and signature of President Marcos, Jr.
