After Paeng, solon wants careful study on nationwide state of calamity, disaster fund use
Following the aftermath of Typhoon Paeng, Iloilo 1st district Rep. Janette Garin thinks declaring a state of calamity in specific areas is the way to go, as opposed to a nationwide declaration.
Meanwhile, the the National Disaster Risk Reduction and Management Council (NDRRMC) said on Sunday, Oct. 30, that a state of calamity had been declared in 55 areas spread out through Bicol (Region V), the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), and in SOCCSKSARGEN (Region XII).

While she supports the disaster relief and rehabilitation that a state of calamity declaration can offer to a devastated area, she urged caution in the case of a nationwide declaration.
"Sa mga affected areas lang dapat muna siguro ang maging rekomendasyon ng NDRMMC and with safeguards in place na hindi maabuso (The NDRMMC should recommend a state of calamity in certain areas for now, with safeguards in place so as to prevent abuse)" Garin said on Oct. 30.
"May sense of urgency din talaga, dapat marestore agad an (There is a sense of urgency, there should be a quick restoration of) power, potable water and access roads but we need to be vigilant about deciphering needs versus wants," Garin expounded.
She explained that disaster funds should be used carefully, especially considering that the Philippine Atmospheric, Geophysical, and Astronomical Services Administration (PAGASA) said that the country may face two to three tropical storms before the year ends.
"Dapat maging maingat sa paggamit ng pondo lalo at hindi lamang ang bagyong Paeng ang maaaring maranasan ng bansa, nagbabadya pa ang Mt Mayon na ang alert level ay itinaas sa Alert Level 2 at Taal Volcano na nasa Alert Level 1 bukod pa dito ang banta ng lindol na kamakailan ay tumama muli sa Abra (We should be careful in using the funds especially because it's not just Typhoon Paeng that our country will face. The alert level of Mt. Mayon has been raised to Alert Level 2 and Taal Volcano is at Alert Level 1 in addition to the threat of an earthquake like what recently hit Abra)," she concluded.
