Muntinlupa Mayor Biazon cites accomplishments in first 100 days in office 


Muntinlupa Mayor Ruffy Biazon reported what his administration has accomplished in the first 100 days in office.

“It’s hard to believe that it has been 100 days since I took my oath of office and talked about my vision and aspirations for Muntinlupa,” he said in a speech on Oct. 14.

Since assuming office on July 1, Biazon said he has signed 37 executive orders.

Biazon came up with 7K Agenda (Kabuhayan, Kalusugan, Karunungan, Kapayapaan at Kaayusan, Kaunlaran, Kalikasan at Katarungan), the priority areas of his administration.

“Among the seven K, our priorities are Kabuhayan , Kalusugan , and Karunungan that are important parts in bouncing back from the crisis brought about by the pandemic. Those three agendas are what we call the Pandemic Recovery Program,” he said.

Health

Biazon said under his administration, he stepped up the Covid-19 vaccination campaign in Muntinlupa.

As of Oct. 5, Muntinlupa 125.2 percent of the target population have been fully vaccinated and 49.35 percent of them have received at least one booster shot. In total, 1.24 million vaccines have been administered in the city, he said.

Under the PinasLakas vaccination campaign, the Muntinlupa City government has reached out to 20 private companies, eight private schools and 21 homeowners associations.

Biazon also focused on improving services and facilities at the city-run Ospital ng Muntinlupa. A waiting area was built for the companions of patients, who are currently not allowed to stay in rooms due to Covid-19 protocols. An urban garden was also built at the hospital for frontline healthcare workers. He said the new building at the hospital, constructed through the cooperation between him and Rep. Jaime Fresnedi, will soon be opened.

A “Super Health Center” will be established at the Barangay Putatan Main Health Center that will offer more services and longer operating hours.

Livelihood

Under Biazon’s administration, 172 micro-entrepreneurs have availed of P3.89 million zero percent interest loans through the Tulong Negosyo-Dagdag Puhunan Program.

Through online and Mega Job Fairs, the city government has offered 9,373 job vacancies and given referrals to 3,317 applicants.

A total of 1,468 disadvantaged workers were given temporary employment under the Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (TUPAD) program.

In addition, the SMILE Munti or Support Muntinlupa Industries and Local Entrepreneurs was launched to help promote small and new businesses in the city.

Education

The national government ordered the return of face-to-face classes. Biazon said in Muntinlupa, the “Ready & Safe” face-to-face classes in public and private schools were implemented ensuring that schools were ready to accept students.

The city government currently has 82,442 scholars and educational assistance beneficiaries.

Recently, the College of Medicine of the Pamantasan ng Lungsod ng Muntinlupa and Ospital ng Muntinlupa was opened to become the first medical school in the city. The mayor said a scholarship grant of P100,000 per year will be given to each qualified beneficiary of the College of Medicine.

Justice

Biazon launched his Kalingang Munti Action Center that will facilitate requests for financial, medical and burial assistance. Biazon’s first executive order when he assumed office was the establishment of the center.

“You don’t need to go to different offices because the Kalinga Center is a one-stop shop for frontline services of the city hall,” he said.

About 1,500 individuals were given income through the Cash for Work Program that was implemented using the Climate Change Adaptation and Mitigation Fund from the Department of Social Welfare and Development and the counterpart disaster fund of the city.

Among the beneficiaries of the program were senior citizens, solo parents and persons with disabilities who helped in declogging and cleaning drainages in the city and in urban gardening.

Biazon said nearly 3,000 senior citizens in Muntinlupa were given incentives and allowances amounting to P5.87 million since July.

He said the Local Council for the Protection of Children of Muntinlupa City got an overall score of 97.60 percent or ideal rating based on the functionality audit of the Regional Inter-Agency Monitoring Task Force of the Department of the Interior and Local Government-National Capital Region. The assessment covered areas that addressed welfare rights of children including development, protection, participation and survival.

Peace and Order

He said under peace and order, the expansion of the 24/7 CCTV coverage in the city will be done.

Nine security outposts have been installed in strategic locations in Muntinlupa for the enhanced visibility of the police, and personnel of the Public Order and Safety Office (POSO) and barangays.

The Muntinlupa City government recently turned over 12 ambush-type vehicles and 21 motorcycles to the police and POSO.

Biazon congratulated the Muntinlupa police for being “recognized as the Best City Police Station in the Southern Police District” Muntinlupa police chief Col. Angel Garcillano as Best Senior Police Commissioned Officer for Operations, and Police Executive Master Sgt. Elmer Bunao as Best Senior Police Non-Commissioned Officer for Administration.

He said the Computer-Aided Dispatch System at the Muntinlupa Command Center is being prepared that will link vehicles of the police, fire station, traffic bureau and ambulances of the city government and barangays. Through the dispatch system, response to incidents will be hastened.

Environment

As part of Biazon’s environment program, an Eco Grocer was established at the city hall where one can buy refill of liquid bath soap, liquid hand soap and shampoo using environment-friendly and sustainable packaging.

He also ordered the reduction in use of plastic bottled water and beverages in meeting and activities of the city hall through an executive order he signed on Oct. 14.

The city government also partnered with Plastic Flamingo, a non-government organization, which turns plastic residual waste into chairs, bricks and plastic lumber.

Development

At the start of his administration, Biazon launched the F.R.E.E. Service or Fast, Responsive, Efficient at Effective Service in addressing the needs of the public.

Free Wi-Fi hotspots will be made available at the city hall that can be used by the public to speed up transactions with different offices.

Biazon also emphasized compliance with the Ease of Doing Business Act. Part of this is the automation of government transactions to attract investors.

One of these is the Business SWiT kiosk or Single Window Transaction installed in major malls for business registration.

The city government also launched the Community-Based Monitoring System (CBMS). The data from a local census will be used in data-driven policymaking and program formulation. Biazon said to date, 60,000 households have been enumerated by barangays.

“I’m glad that we were able to hit the ground running as I hoped from the start,” said Biazon about his first 100 days.

He added, “It is said that the first one hundred days milestone is very important because it will set the tone of an administration and show how it is different. But what matters more is the next one thousand days because that is when we can make a difference.”
