MMDA eyes exclusive motorcycle lanes along Commonwealth Avenue

The Metropolitan Manila Development Authority (MMDA) is eyeing to establish an exclusive motorcycle lane along Commonwealth Avenue in Quezon City amid the increase in the volume of vehicles in Metro Manila that comes with the increase of motorcycle-related accidents.

Various groups have been calling for the establishment of exclusive motorcycle lanes not only along Commonwealth Avenue but also in other major thoroughfares in Metro Manila that include the Epifanio delos Santos Avenue (EDSA).

Acting MMDA chairman Carlo Antonio Dimayuga III said the proposal is logical especially that the agency has recorded an increase in the number of motorcycle accidents in various parts of Metro Manila.

Based on the MMDA data in 2021, there were 26,768 motorcycle accidents recorded in the National Capital Region (NCR), a total of 295 riders died while over 14,500 were injured.

The increase in motorcycle accidents appears to be related to the increase of motorcycles plying various roads in Metro Manila.

Based on the data of the Land Transportation Office, there were 11.8 million registered vehicles across the country in 2021 and 2.9 million of them are in Metro Manila.

Of the 2.9 million registered vehicles in Metro Manila, 1.44 million of them are motorcycles, according to Dimayuga.

In EDSA alone, Dimyuaga said the Annual Average Data Traffic (AADT) is at 372,271 a day in 2021. Of the figure, 38 percent or 141,564 were motorcycles.

Dimayuga III said that the vehicular volume in EDSA has exceeded pre-pandemic levels as restrictions continue to ease.

"Based on our data, the daily average number of vehicles plying EDSA is now at 410,000 and has surpassed the 405,000 pre-pandemic mark because of a number of road activities and face-to-face classes reopening,” Dimayuga said.

"With this number, we're planning to put an exclusive motorcycle lane along Commonwealth Avenue to put the vehicles in order and as part of road safety for the motorcycle-riding public," he added.

Dimayuga issued the statement during a consultation workshop with various transport groups and stakeholders.

The event was attended by different agencies and stakeholders from the government and private sectors consisting of bus operators, jeepney operators and motorcycle groups as well as academe. Some of the participants are from the DOTr, LTO, Department of Public Works and Highways (DPWH), Land Transportation Franchising and Regulatory Board (LTFRB), Philippine National Police - Highway Patrol Group (PNP-HPG), Philippine National Police - National Capital Region Police Office (PNP-NCRPO), Quezon City local government unit, bus operators, jeepney operators in Commonwealth, and motorcycle Transport Network Vehicle Service (TNVS).

For his part, MMDA General Manager Baltazar Melgar hopes that the consultation workshop would result to knowledge-sharing, as well as discussion of concrete policy directions and guidelines for motorcycles and other public utility vehicles.

"We, at MMDA, see ourselves as your partners on the road. We want to ensure your safety by providing good and quality infrastructure, as well as to maintain order and discipline on the roads by enforcing the proper rules and regulations."

“Let us make the roads of the Metropolis safe,” said Melgar during the workshop.
