COA: Ex-Pres. Duterte spent P4.5-B confidential, intelligence fund in 2021
Of the P9.08 billion central intelligence fund (CIF) of national government agencies in 2021, the office of then President Rodrigo R. Duterte spent P4.5 billion of which P2.25 billion was for confidential expenses (CE) and P2.25 billion for intelligence expenses (IE).
This was what the Commission on Audit (COA) revealed in its 2021 Annual Financial Report (AFR) on National Government Agencies which was released on its website on Oct. 7.
COA said that CE are for "surveillance activities in civil government agencies," while IE are for "intelligence information gathering activities of uniformed, military personnel and intelligence practitioners."
It said the money spent for CE in 2021 slightly increased at P3,995,330,880 compared to P3,863,448,410 in 2020. On the other hand, the 2021 IE was lower at P5,086,791,350 compared to the 2020 IE of P5,579,977,920, it also said.
In its report, COA said the other agencies which spent for CIF were:
1. Department of National Defense - P1,880,258,250 (CE is P22,250,000 and IE is P1,838,008,250).
2. Department of Interior and Local Government (DILG) - P908,447,500 (CE is P60,000,000 and IE is P848,447,500).
3. Department of Justice (DOJ) - P258,210,010.
4. Department of Finance (DOF) - P60,625,000.
5. Department of Foreign Affairs (DFA) - P31,750,000.
6. Department of Social Welfare and Development (DSWD) - P20,038,000.
7. Department of Transportation (DOTr) - P16,849,000 (CE is P6,849,000 and IE is P10,000,000).
8. Department of Environment and Natural Resources (DENR) - P15,000,000.
9. Office of the Ombudsman - P3,023,250.
10. Commission on Audit - P10,000,000.
11. Commission on Human Rights (CHR) - P635,600.
12. Department of Information and Communication Technology (DICT) - P50,000.
It said the “other executive offices” spent a total of P1.39 billion in CIF of which P1.25 billion was for CE and P140.2 million for IE.
