DOTr finds no issue with Grab's MoveIT acquisition

The Department of Transportation (DOTr) sees no issue with Grab's acquisition of Move It and wants motorcycle (MC) taxis legalized.

"We are allowing motorcycle taxis to operate because we are getting information in aid of legislation," DOTr Secretary Jaime J. Bautista told reporters Monday, Oct. 10.

"Hopefully, congress can enact a law to issue franchises to motorcycle taxis operators because we're focusing on safety," Bautista added.

Bautista explained that the DOTr did not review Grab's acquisition of Move It because "It's a private transaction," but stressed, "What we are looking at is how they can operate more efficiently and safety. That's our concern."

Grab Philippines acquired the business operations of Francis Juan’s Move It for under P1 billion this August.

However, it was not a Merger and Acquisition (M&A) deal. Move It simply became a Grab Philippines subsidiary but retained its brand and separate platform. Also, Francis Juan stayed on as Move IT chairman.

In September last year, Grab partnered with Move It, but encountered legal stumbling blocks.

Before 2021 ended, the Department of Transportation’s (DOTr) Motorcycle Taxi Technical Working Group (TWG) in charge of conducting the pilot study of motorcycle taxi services in the Philippines, terminated the partnership.

The TWG said it was a violation of the provisions of the study, which limits players to three – Angkas, JoyRide, and Move It. Grab cannot be a fourth “de facto” player.

But for Move It's acquisition this year, “We have done a thorough due diligence. We have informed the DOTr. We have also informed the Senate and Congress informally," Grab Philippines director for public affairs Sherielysse Bonifacio maintained.

Now, the DOTr confirmed it has found no issue with the buyout.

However, the agency questions why one motorcycle player, Angkas, already has 20,000 to 27,000 authorized partner-riders, despite TWG's cap of 15,000 riders each.

Specifically, each motorcycle taxi service provider can have 15,000 riders each for Metro Manila, an additional 3,000 riders each for Metro Cebu, and an additional 3,000 riders each for Cagayan de Oro.

The total per city rider cap is 45,000 for Metro Manila; 9,000 for Metro Cebu and 9,000 for Cagayan de Oro.

Before Grab acquired Move It, the latter has less than 1,000 existing motorcycle taxi partner-riders.

Because Grab has tens of thousands of riders, its plan was to add at least 6,000 more motorcycle taxi partner-riders to Move It to maximize its allotment of 7,000.
