The Quezon City Police District (QCPD) arrested two officers of labor groups for a direct assault case in front of the Hall of Justice at City Hall Complex in Barangay Central, Quezon City on Monday, Oct. 10.
The QCPD identified the arrested individuals as Karra Taggaoa, the international officer of Kilusang Mayo Uno (KMU), and Larry Valbuena, president of Pasiklab Operators and Drivers Association-Pagkakaisa ng mga Samahan ng Tsuper at Operator Nationwide (PASODA-PISTON).
According to the police report, the two were involved in a mauling incident on July 11, 2020 inside the Commission of Human Rights (CHR) compound in Brgy. UP Campus, Quezon City.
In a video posted by the KMU, Taggaoa said she had just been arraigned on robbery charges in Quezon City Regional Trial Court (QC-RTC) Branch 220 when the arrest was carried out.
"Kakatapos lang po namin ng arraignment galing po kami Quezon City Regional Trial Court (RTC) 220 kung san po dininig ang kaso namin sa Robbery mayroon na pong resolution at schedule sa next hearing (We had just finished attending our arraignment at the RTC where our robbery case was heard, there is already a resolution and schedule for the next hearing)," Taggaoa said.
She said that after the arraignment, the QCPD suddenly arrested her for a direct assault case.
"Habang palabas po ng RTC, sinalubong po kami ng mga personnel at binasahan ng karapatan ko habang inaaresto nila ako sa kasong Direct Assault. Kasalukuyan po ako papunta sa Camp Karingal. Bago po ‘yon magdadaan sa mga proseso tulad ng medikal at iba pang proseso bago tuluyang ikulong (While leaving the RTC, the personnel approached us and read me the Miranda rights while arresting me for Direct Assault. I am now proceeding to Camp Karingal. Before that, we will go through processes such as medical examination and other processes before being locked up)," she said.
Based on KMU Facebook posts, the police read Taggaoa and Valbuena their Miranda rights but did not show them a warrant during the arrest.
According to QCPD, the two suspects have a pending warrant of arrest for direct assault issued by Judge Ludmila de Pio Lim of Metropolitan Trial Court Branch 34 in Quezon City.
Various groups, including the Congress of Teachers and Educators for Nationalism and Democracy (CONTEND), University of the Philippines-Diliman, KMU and PISTON, denounced the arrest.
Members of the KMU held an indignation rally in front of Camp Karingal on Monday to oppose the arrest.
They also asked for financial help to be able to post bail for their cases.
They said the bail for the direct assault case was set at P36,000 each, aside from the P100,000 bail for the robbery case.
