Customers' data safe under SIM Card Registration Law, says solon
The personal information of mobile phone users will remain protected under the newly-enacted Subscriber Identity Module (SIM) Card Registration Law, according to ACT-CIS Party-list Rep. Jocelyn Tulfo.

“The protection of customers' personal information from unauthorized access is still of primordial importance as telco companies are still required to follow the procedures and safeguards laid down in Republic Act (RA) 10173 or the Data Privacy Act and those provided under the SIM Card Registration Act,” Tulfo said on Monday, Oct. 10, shortly after the measure was signed into law.
One of the main concerns against the enactment of the measure is the possibility of a data breach as the law requires consumers to register the following pieces of information: their full name, complete address, date of birth, sex, cellphone number and serial number of the respective SIM card.
Users must also present a valid government identification document to validate their identities.
“As one of its principal proponents, I firmly believe that through the SIM Card Registration Act, more Filipinos will be at ease in their daily communications and will curb the rapidly increasing number of criminal activities using SIM cards,” the party-list solon continued.
Tulfo cited that in 2022 alone, 784 scam or “smishing” texts had been blocked by Globe Telecom, while Smart Communications had blocked 342 million. She also added that Smart had blocked 167,000 unique mobile numbers used to send out smishing texts.
“In supporting this law, ACT-CIS Partylist aims to protect the more than 120 mobile customers in the country without prejudice to the privacy of their data always keeping in mind our duty to serve and protect the people,” she concluded.
