Azurin sacks head of the PNP Custodial Center over Sunday's foiled escape, hostage-taking
Gen. Rodolfo Azurin, Jr., chief of the Philippine National Police (PNP), ordered the relief of the head of the Custodial Center at Camp Crame in Quezon City following the foiled attempt of three inmates to escape that also led to the hostage-taking of former senator Leila de Lima.
Azurin said Police Lt. Col. Patrick Ramillano was relieved as head of the Headquarters Support Service custodial facility as part of the protocol amid the ongoing investigation into the incident that happened on Sunday morning, Oct. 9.
"That is automatic for administrative investigation to determine the culpability of the commander," said Azurin.
This early, however, Azurin said there appeared to be lapses on the part of the those securing the Custodial Center.
He said the lapses may have stemmed from the fact that over the past few years, there have been no similar instances that happened and that the policemen securing the facility became too confident of the security measures.
Currently, there are seven high profile inmates at the PNP Custodial Center, including former senator Leila de Lima.
This trust and confidence shown by the police, according to Azurin, were taken advantage of by the Idang Susukan, Feliciano Sulayao and Arnel Cabintoy who all died on Sunday.
"We are studying, re-evaluating the existing policies and guidelines pertaining to the visitation and other things pertaining to security," said Azurin.
He earlier said that among the stricter measures that will be implemented is the buddy system in the food distribution and ensuring that no materials will enter the custodial center that could be used as a weapon.
The three inmates used kitchen utensils by turning them into an improvised knife.
Based on the initial investigation, Azurin said the three inmates appeared to have planned the escape as they were already wearing rubber shoes before the food distribution, which is seen as unusual for them to do based on their daily routine.
