Brig. Gen. John Chua, Police Regional Office-Cordillera deputy director for administration, presided over the turnover ceremony witnessed by Mayor Benjamin Magalong and the Baguio City Police Office command personnel.

A native of Tanudan, Kalinga, Bulwayan was the chief of the PRO-Cordillera-Regional Personnel and Records Management Division before he was tapped to head the Baguio's Finest.

Lonogan will take over Bulwayan’s position.

Magalong thanked Lonogan for serving this city for one year and three months.

He said that Lonogan greatly contributed to the peace and order and honor of this city.

"For the first time in history, the BCPO received the Gold Eagle award, the highest award given by the PNP headquarters, which signifies the institutionalization of programs, processes, and systems in the performance of the duties of the police in the Summer Capital,” Magalong said.

Magalong urged Bulwayan to continue Lonogan's programs and keep the award or rise further so that the BCPO as a whole can be an example.

“I also request the entire personnel of Baguio's Finest to support the leadership of your new leader and help each other to maintain the peace and order expected of us by the people,” Magalong added.

Bulwayan assured that he will continue the programs of Lonogan, his classmate in the Philippine National Police Academy Class 1999, and will intensify the Kasimbayanan program for the prosperous development of Baguio.
