'Public should help identify corpse with torture marks found in Sta. Cruz, Davao del Sur' -- CHR

The Commission on Human Rights (CHR) asks the public to help identify a corpse that was discovered near a beach in Sta. Cruz, Davao del Sur last Jan. 22.

Citing reports, the CHR said the corpse belong to a woman who was believed to have been tortured before she was killed since her stomach had lacerations and her face appeared to have been smashed with a hard object.

It further lamented that the perpetrator or perpetrators of the crime attempted to conceal the body of the dead woman by tying it to a container filled with cement before dumping it into the water.

"We ask any possible witnesses or those who may have knowledge on the identity of the victim to volunteer information to your nearest police station or CHR office so we may help achieve justice for this human rights violation," CHR spokesperson and lawyer Jacqueline Ann de Guia said in a statement.

De Guia said the CHR will be conducting a motu proprio (on its own initiative) investigation regarding the discovery of the body and will work closely with local authorities to help establish the identity of the victim.

"The Commission condemns this heinous and cruel violation to human life," she said.

She stressed: "Torture and other cruel and inhumane acts are prohibited by the Constitution and is criminalized by the Anti-Torture Law. No individual should be subject to torture or any cruel, inhuman, or degrading treatment or punishment."
