Employees' payroll still 'intact' amid reported online banking fraud --- DepEd
An official of the Department of Education (DepEd) clarified that the payroll of employees remains “intact” amid incidents of online banking scams reported by some of its teachers.

“ DepEd payroll system is intact. It was not hacked,” Education Undersecretary for Finance Annalyn Sevilla said in a video posted on her Facebook page on Jan. 25.
Sevilla gave this assurance following the report from the Teachers’ Dignity Coalition (TDC) that some public school teachers have been losing their money due to “hacked” accounts under Landbank of the Philippines (LBP).
TDC said that 20 teachers have been victimized by online banking fraud as of Jan. 25. The group is also seeking assistance from DepEd to help resolve this matter.

Sevilla said that when the reports on unauthorized transactions came to the knowledge of her office, “we immediately informed the Landbank.”
Upon clarification with the bank, Sevilla said there was no hacking involved. “We are using our payroll system as it is and Landbank as well has assured us that their system is also intact or secured,” she added.
Meanwhile, Sevilla explained that the online banking transactions of its personnel, including teachers and non-teaching staff, are not managed by the DepEd.
“We have to explain that ito pong nangyaring ito ay (what happened is) through the individual bank accounts of our employees,” Sevilla said.
“It can happen to not just DepEd but to all of account holders na gumagamit ng (who are using) online system ng kanilang mga banko (of their respective banks),” she explained.
Sevilla explained that DepEd is not in charge of managing the online bank accounts or transactions of teachers and other employees.
This, she added, is managed by the banks and the individual holders of the accounts themselves.
“Ang gumagamit or nag-eenrol ang empleyado na magkaroon siya ng online system (Those who use or those who enroll to have an online system are the employees themselves),” Sevilla explained. Despite the reports on online banking fraud, Sevilla noted that using the online system remains beneficial especially during the pandemic.
“Marami, during the COVID times, di na lumalabas ng bahay, magtra-transfer na lang ng payment or you give also money to your relatives or friends, yan po ang tulong ng online system (Many, during the COVID times, do not leave the houses, they just transfer the payment or you give money to your relatives or friends, that is the help of the online system),” she added.
