In a statement, PDEA noted that the seized dangerous drugs were destroyed through thermal decomposition or thermolysis that involves breaking down chemical compounds with the use of tremendous heat.
“At 1,000 degrees centigrade, all dangerous drugs are totally decomposed or broken down,’’ PDEA said.
PDEA Director General Wilkins M. Villanueva cited the Regional Trial Courts (RTCs) for the expeditious prosecution and disposition of drug cases “that led to the prompt destruction of these illegal drugs no longer needed as evidence in court.’’
The destruction of the dangerous drugs is in compliance with the guidelines set on the custody and disposition of seized dangerous drugs under Section 21, Article II of Republic Act 9165, or The Comprehensive Dangerous Drugs Act of 2002, and Dangerous Drugs Board Regulation No. 1, Series of 2002.
After the destruction, Villanueva said that PDEA incoordination with the Philippine National Police (PNP) and other law enforcement agencies are monitoring the activities of the candidates in the 2022 national elections who are funding their campaign using drug money.
“We are still in the process of monitoring and definitely hindi natin papayagan na magamit nila ang proceeds from the illegal drugs doon sa kanilang pagtakbo ngayong eleksyon (we will not allow them to use the proceeds from illegal drugs in their run in this election),’’ Villanueva maintained.
When pressed further, Villanueva noted that their strategies against errant candidates have been laid down and based on the list there are those who continue with their illegal drug activities while the other candidates have tapered down on their drug deals.
On PDEA’s drug inventory which is supposed to be destroyed within five months, Villanueva admitted that there are still 1.5 tons of illegal drugs left that need to be destroyed but explained that there will be an increase with major drug operations still in the “pipeline.’’
He also appealed to the local courts to expedite their orders that will give PDEA the authority to destroy the seized dangerous drugs as soon as possible.
“Actually dapat at this time dapat makakapag destroy sana tayo ng 1.2 tons of shabu kaya lang yung 500 kilos na nahuli natin sa pinakamalaking nahuli natin sa Zambales ay wala pang
court order para madestroy. (Actually, we were supposed to have destroyed 1.2 tons of shabu. But our largest haul of 500 kilos in Zambales had not gotten the go signal from the court to get destroyed),’’ Villanueva pointed out.
Those present during the illegal drug destruction were PDEA key officials, Barangay Aguado, Trece Martires City officials, representatives from the Philippine National Police (PNP) and other law enforcement agencies, Department of Justice (DOJ) and Department of the Interior and Local Government (DILG), non-government organizations (NGOs) and mediamen.
“Ang inyong PDEA ay patuloy at masigasig na gagampanan ang aming trabaho para makamtan natin ang isang Pilipinas na ligtas sa iligal na droga,” (Your PDEA will continue to diligently perform our tasks to achieve a drug-free Philippines) Villanueva stressed.
The PDEA chief stated that the destruction of the dangerous drugs was in response to the President’s directive “to immediately destroy all drug evidence as soon as all requirements for court proceedings are satisfied.’’ (Chito A. Chavez)
