ARTA names gov't agencies, LGUs non-compliant with Citizen's Charter rules

The Anti-Red Tape Authority (ARTA) has given several government agencies, instrumentalities, and local government units (LGUs) until January 6 to submit their Citizen’s Charter and Certificate of Compliance after missing the previous deadline on December 17.

In a statement, ARTA said the non-compliant government agencies and LGUs must submit the missed requirements to the Authority at [email protected].

Those that do not have any revision in their previously submitted Citizen’s Charter are only required to submit their Certificate of Compliance. Meanwhile, those that updated and revised their Citizen’s Charter must submit it with the corresponding Certificate of Compliance.

The publication of the list, which can be found on ARTA's Citizen's Charter website, serves as ARTA’s final warning to non-compliant agencies and is mandated by the Ease of Doing Business Act. ARTA can press charges against those that failed to submit the said requirements on the given date for violation of the said law and other applicable laws.

The Citizen’s Charter is an information billboard containing all pertinent information on the services that government offices provide. This includes the list of requirements, costs, and processing time for each service.

All government agencies are mandated to put up their Citizen’s Charters in prominent places in their offices.

According to ARTA, 14 national government agencies were included in the list in Department Order No. 2021-94. A total of 573 LGUs were also listed.

Also included in the list were 27 government-owned and -controlled corporations (GOCCs), 571 water districts, 13 state universities and colleges (SUCs), and one hospital.

The publication of the list of non-compliant government agencies was done following the release of the Office of the President’s Memorandum Order No. 57 that ordered agencies to submit their updated Citizen’s Charters with the corresponding Certificate of Compliance to the Authority within 15 working days of its effectivity, which was on November 24, 2021.

As of December 17, ARTA’s Compliance, Monitoring, and Evaluation Office (CMEO) received a total of 8,974 Citizen’s Charter and Certificate of Compliance submissions from various government agencies.
