Makati passes ordinance regulating mobility of unvaccinated individuals

The Makati City local government announced on Thursday, Jan. 13, the passage of an ordinance regulating the mobility of unvaccinated individuals in the city.

Under City Ordinance No. 2022-005, non-fully vaccinated individuals shall remain in their residences at all times except for the procurement of essential goods or services.

They are prohibited in indoor and outdoor dining restaurants and other food establishments; and leisure or social trips to malls, hotels, events, and venues.

Unvaccinated residents are also not allowed domestic travel on public transportation either by land, sea, or air.

They are also required to undergo Reverse Transcription Polymerase Chain Reaction (RT-PCR) COVID-19 test every two weeks at their personal expense before being admitted to on-site work.

Violators who will be caught by the authorities shall be penalized with the following:

First offense: Fine of P3,000

Second offense: Fine of P4,000

Third and succeeding offense: Fine of P5,000 or imprisonment not exceeding six months; or both.

Meanwhile, if the violator is a minor:

First offense: The parent or guardian shall be admonished by the Punong Barangay. They are also required to attend a Parent Effectiveness Seminar.

Second offense: The parent or guardian shall be ordered to pay a fine of P4,000

Third offense: The parent or guardian shall be ordered to pay a fine of P5,000 or a maximum of six months imprisonment upon the discretion of the court.

The minor, together with his/her parents, will be introduced to the Makati Social Welfare Department (MSWD) for assessment; necessary intervention, and rehabilitation programs.
