Navotas, Pasig, Makati yet to pass ordinance restricting movement of the unvaxxed

Three local government units (LGUs) in Metro Manila have not yet passed the ordinance that restricts mobility of the unvaccinated individuals as agreed by mayors of the National Capital Region following the hoisting of COVID Alert Level 3 in the metropolis.
Department of the Interior and Local Government (DILG) Undersecretary Jonathan Malaya confirmed on Wednesday, Jan. 12, that the department is waiting for Makati City, Navotas City and Pasig City to submit the copies of the said ordinances.
“Inaantay ko na lang yung kopya (of the ordinances) ng Makati, Navotas and Pasig (I am just waiting for the copies of Makati, Navotas and Pasig). They are the last three LGUs that have not yet passed (the ordinance),’’ Malaya said in an interview over ANC.
But he disclosed that three LGUs are now in the process of deliberation on the matter.
“All of the (Metro Manila) mayors acceded to the policy of implementing the restrictions on the mobility of unvaccinated individuals,’’ he added.
The DILG spokesperson urged the unvaccinated individuals to be inoculated with the vaccine against COVID-19 to protect them from the infection that may lead to severe symptoms, hospitalization and even death.
“Number one the reason is if you are unvaccinated, you are prone to critical illness and hospitalization and maybe death and the second reason, we do not want to overwhelm our healthcare system because that in effect will probably lead to an alert level 4 and 5. So this is your contribution. So stay at home if you do not want to be vaccinated,’’ Malaya emphasized.
Malaya stressed that persons without the COVID-19 vaccines will have no social lives and will be allowed only to leave their residences for essential needs like going to the drug stores or supermarkets.
He added that the unvaccinated individuals can exercise “only within the vicinity of your house if there is space but for informal settler families (ISF) in depressed areas, they will have to stay within the confines of their homes.
Malaya noted that the ordinances passed by the Metro Manila LGUs “have very specific provisions on what things can be done and cannot be done with respect to unvaccinated individuals in every LGU.’’
“So the PIO (public information office) of each LGU, they are doing this job of informing their constituents on what are the allowable and non-allowable actions by unvaccinated people,’’ Malaya explained.
Beyond the National Capital Region (NCR), Malaya pointed out that many LGUs in the provinces have also started passing their respective ordinances in keeping the unvaccinated people indoors.
“In fact the LPP (League of Provinces of the Philippines), the president, Governor (Presbitero)
Velasco (Jr.) passed a resolution urging all provinces and LGUs in the country to also pass their similar ordinances and these ordinances are the guidelines of the PNP (Philippine National Police) and of the public in heeding or following the President’s directive to keep the unvaccinated at home so that they will not be infected because they are prone to critical illness or hospitalization and even death,’’ Malaya explained.
On the task that lies ahead for the barangay officials, Malaya pointed out that “the first step for them is to do an inventory and DILG has already issued a directive to the barangays to do an inventory of vaccinated population in the barangay and also of the unvaccinated in line with the pronouncement of the President to restrain the movement of unvaccinated individuals.’’
Malaya stated that the barangay officials have to prepare the inventory “on a monthly basis and submit this to the DILG field office in their area.
“The second step is to closely monitor the mobility of the persons who are not yet vaccinated
and to advise them to stay at home and this is where the tricky part it because barangay officials are persons in authority.’’
Being barangay officials, Malaya pointed out that they have “the authority to implement our laws including the President's directives which calls for them to courteously request the unvaccinated persons to remain home and explain the reasons why with arrests being the last resort for persistent and stubborn people.
