The city government of Parañaque will start the implementation of biometric scanning of employees as proof of their attendance on Oct. 1.
City Administrator Atty. Voltaire dela Cruz issued a memorandum order on Sept. 28 to all department heads and employees of the city government directing them to submit to biometric scanning as proof of their attendance in reporting for work.
In his memorandum, De la Cruz said that in the absence of a scanner, employees are required to register their official time-in in a logbook to be stationed in every floor of the city hall.
Citing Section 5, Rule 17, of the Omnibus Rules Implementing Book V of Executive Order 292, De la Cruz said, all government officials and employees are required to render eight working hours a day for five days a week or a total of 40 hours a week, excluding time for lunch.
“The normal working hours shall be from 8:00 a.m. to 12:00 noon and 1:00 p.m. to 5:00 p.m. The earlier memoranda on attendance in flag ceremonies on Mondays and disinfection on Fridays stand,” Dela Cruz pointed out.
Dela Cruz said those who have previous approvals on flexible working hours and alternative work arrangements shall be maintained subject to applicable Civil Service Commission rules and regulations on the matter.
He added that with the advancement in technologies in the workplace, biometric attendance systems are one of the most commonly used techs in local government units and in the corporate world.
“Essentially, it helps LGUs and companies keep a record of employee attendance via a single fingerprint scan, boosts the company’s security, and helps with efficient payroll, “he said.
However, he said, special schedule of work or special work assignments of officials or employees under Disaster Risk Reduction and Management Office (DRRMO), City Health Office (CHO) and in Ospital ng Parañaque I and II (OSPAR 1 & 2), and those by the nature of their duties and functions, are required to be on fieldwork during their entire tour of duty, shall be exempted from biometric scanning but registration of attendance in logbooks shall be required.
