"We convey our confidence in her leadership while reminding her to uphold and implement all orders and directives of the Flag Officer-In Command of the Philippine Navy," said Commodore Jose Ma Ambrosio Ezpeleta, Navy's Chief of Naval Staff.

Domine succeeded Capt.Emerson David who happened to be the first PNMO director and served the unit for almost two years.

Ezpeleta lauded David for being instrumental in achieving several milestones to the Navy modernization projects, which include the completion of the Frigate Acquisition Project and other big-ticket items.

“Your accomplishments, exemplary and emphatic leadership, are indeed outstanding and overwhelming. Thank you for your unwavering service and good luck to your new endeavor,” said Ezpleta.
