Rep. Frasco was among the first majority solons to interpellate the P3.573-billion proposed 2023 budget of the Department of Tourism (DOT) Monday, Sept. 26 during the ongoing plenary debates.
It just so happens that his wife, Christina Frasco, is the secretary of DOT. Secretary Frasco was present on the floor to assist the DOT budget sponsor, Isabela 6th district Rep. Faustino Inno Dy. It is the sponsor who answers the questions that plenary members may have on the budget of the different agencies.
Not one to beat around the bush, Rep. Frasco said that his interpellation would be short and sweet--with an emphasis on sweet.
"My interpellation today will be brief and certainly will not be contentious as I have only the utmost respect and admiration for the secretary of the DOT, Secretary Christina Frasco, whom I happen to know very well," the deputy speaker said.
This special mention instantly gave blushing cheeks to Secretary Frasco, who was backdropped by the mostly female DOT contingent. They too could not help but giggle over the congressman's display of affection.
As if realizing that she was there to attend to serious business, the DOT chief tried to compose herself by holding a notepad over her face. She was still smiling by the time she placed the notepad down.
In his interpellation, the Cebu lawmaker prodded his colleagues in the House of Representatives to increase the budget of the DOT.

“For an industry that contributed 12.8% or P2.5 trillion to our country’s GDP (gross domestic product) in 2019 pre-pandemic, an allocation of .0006 percent in the national budget seems inequitable especially that we know that... tourism industry to be a major component in our post pandemic economic recovery,” Rep. Frasco said.
