Margarita “Migs” Ignacia B. Nograles, 31, is a lawmaker, educator, and the representative of Pwersa ng Bayanihang Atleta (PBA) Partylist in the 19th Congress.

The PBA Partylist represents Filipino athletes, youth, and artists, including those who are marginalized.

It aims to discover and hone talents from poor and disadvantaged families and foster leadership among the youth through sports, culture, and recreation. The group also backs athletes and artists as movers for national and cultural pride, progress and development,” according to its website.

Provision of support for Filipino dancers and national coaches, improvement of the country’s sports medicine, athletes for calamity, and sports arbitration assistance for athletes are among the platforms PBA Partylist posted on its social media page.

In line with this, Nograles heads the PBA Partylist legal counsel and legal aid program. She also offers legal advice and services through Paano Ba Attorney (PBA), formerly known as “Ask Atty Migs,” a televised program on PTV Mindanao and Sun Star Davao that runs every Monday, 6:30 p.m.

Born on Sept. 29, 1990, Nograles earned a Juris Doctor degree at Far Eastern University-De La Salle University JD-MBA Joint Consortium Program and a Master in Business Administration Degree and graduated a class valedictorian in 2018. She passed and was admitted to the Philippine Bar in 2019.

Aside from her work as a legislator, Nograles teaches at the Ateneo de Davao University, College of Law; Rizal Memorial Colleges, School of Law; University of Mindanao; Jose Maria College; and St. Thomas More School of Business and Law, Tagum.

She is also the founder and partner of the Nograles Ilagan Cayco Aban & Dabi (NICD) Law in June 2021 and the director of the Integrated Bar of the Philippines (IBP)-Davao City Chapter (from 2021 to 2023), based on the NICD website.

According to the House of Representatives website, Nograles was the principal author of House Bill (HB) 1364, or the Single Persons’ Welfare Act, which aims to provide benefits and privileges to individuals who are annulled or not legally married; HB 3597 or the Department of Sports, Culture and Arts Act of 2022; and HB 4088 or an act that grants “additional health care, retirement, death benefits, and other privileges to Filipino Olympians, national athletes, and coaches, among others.
