Valenzuela cop 'to rot in jail' for raping partner’s daughter


The leadership of the Northern Police District (NPD) assured on Monday, Sept. 5, that the police officer charged with statutory rape for allegedly raping the nine-year-old daughter of his live-in partner in Valenzuela City on Saturday, Sept. 3, "will rot in jail."

Col. Ponce Rogelio Penones Jr., acting NPD director, said that a statutory rape complaint was filed against the suspect, Cpl. Reynold Aggabao Panao, 38, a member of the Valenzuela City Police Station (VCPS), before the Valenzuela City Prosecutor’s Office on Sunday, Sept. 4, through electronic inquest proceedings.

"In line with our CPNP's (Philippine National Police chief Gen. Rodolfo Auzurin) thrust, Malasakit in M+K+K=K, wherein we intensify our internal cleansing within our ranks, we will never allow abusive policemen to remain in our organization and tarnish the advances we attained because of the misdeeds of some police officers. He will rot in jail,” Penones said.

Panao was immediately arrested at his house on Sept. 3 after the mother of the victim sought help from the VCPS Dalandanan Substation.

The investigation of VCPS Women’s and Child Police Desk (WCPD) disclosed that the alleged rape incident happened at around 1 a.m. on Saturday, inside the the house of the suspect in Sumilang Subdivision, Dalandanan, in the city.

According to the police, the victim said she was sexually abused by Panao who only stopped when her mother woke up.

The victim also said the suspect whispered to her saying “Wag ka maingay, kapag nalaman ng mommy mo bubugbugin ko siya (Keep quiet, if your mother finds out, I will beat her).”

The victim revealed that she was abused by Panao in several occasions.

Authorities confiscated Panao’s service firearm, badge, and identification card.

Penones said the victim underwent a social debriefing at a shelter in the city.

He also assured that he would not condone such acts, much more from a cop under his jurisdiction.
