A former member of the Philippine Navy tagged in the Aug. 21 shooting incident that left three persons dead in Taguig City surrendered on Sept. 1.
According to the Southern Police District (SPD), suspect Julian Paningbatan Jr, 28, a resident of Bayambang, Pangasinan, surrendered in Raffy Tulfo’s studio at TV5 Media Center in Mandaluyong.

Paningbatan is being linked to the killing of three persons at Block 5, Zone 1, Barangay Fort Bonifacio, Taguig on Aug. 21
The victims were identified as Marie Angelica Belina 25, an overseas Filipino worker and a resident of Barangay Pachoca, Calapan City, Mindoro; Mark Ian Desquitado, 35, a resident of the place where the shooting happened; and Tashane Joshua Branzuela, 22, student, a resident of Zone 1 Barangay Fort Bonifacio, who was declared dead on arrival at the Taguig Pateros District Hospital.
After learning about Paningbatan’s surrender, Taguig police chief Col. Robert Baesa, Col. Romano Cardino and Col. Albert Barot immediately went to TV5 studio to serve four warrants of arrest against the suspect.
One of the warrants is for violation of Republic Act 10883 (New Anti-Carnapping Act of 2016) issued by Judge Elmer Joseph Guerzon of the Pasay Regional Trial Court Branch 114 on Dec. 1, 2021, with a recommended bail of P300,000.
Another warrant of arrest was issued by Judge Guerzon on June 28 this year for a crime under the New Anti-Carnapping Act of 2016, with no recommended bail.
Paningbatan was also served a warrant of arrest for violation of the New Anti-Carnapping Act of 2016 issued by Judge Virgilio Macaraig of the Manila Regional Trial Court Branch 34 last Aug. 1, with a recommended bail of P300,000.
Another warrant of arrest was served to him for robbery with violence issued by Judge Marjury Almojera Madrid-Songgadan of the Pasay Regional Trial Court Branch 117 on June 3 this year, with recommended bail of P100,000.
The suspect is detained at the Taguig police’s custodial facility pending the issuance of commitment order from the court.
