Ang Probinsyano Partylist Representative Alfred Delos Santos (House of Representatives website)
A public servant and businessman, Alfred Co Delos Santos is Ang Probinsyano Partylist representative, an organization organized to be the voice of the marginalized population residing in the provinces, in the 19th Congress.
The Alyansa ng mga Mamamayang Probinsyano or Ang Probinsyano Party-list (APPL) won its first seat in the 2019 midterm elections.
Ang Probinsyano Partylist seeks to provide farmers, fisherfolk and people living in the provinces assistance in the form of financial, educational, medical, and livelihood opportunities.
According to information sent by Ang Probinsyano Partylist to Manila Bulletin, Delos Santos was born on Dec. 18, 1991, in Legazpi City, Albay.
He completed his primary and secondary education at the Divine World College from 1999 to 2005, and the Aquinas University Science Oriented High School from 2005 to 2009, respectively.
The 30-year-old representative finished a degree in Business Administration, majoring in Financial Management at the Aquinas University Rawis in Legazpi, now known as the University of Santo Tomas Legazpi, from 2009 to 2013.
As a House of the Representatives member, Delos Santos served as vice-chairperson of the committees on rural development, public works and highways, and the Bicol recovery and economic development during the 18th Congress from July 2019 to June 2022.
Concurrently, his office said that Delos Santos served as one of the assistant majority leaders of the committee on rules and also a member of the committees on accounts, appropriations, local government, public accounts, and creative industry and performing arts.
According to the House of the Representative's website, the legislator authored 264 bills and co-authored 141 bills.
He is one of the principal authors of the Magna Carta for Barangay Tanods, which grants barangay tanods honorarium, training programs, and hazard and subsistence allowances in recognition of their service; and also of a bill that makes mental health service more accessible through the creation of consultation desks and government-run hotline, among others.
He also co-authored bills such as the Mandatory Overpass Act of 2019, which aims to construct an overpass at all national roads with private or public schools, and the National Cancer Center of the Philippines Act.
Apart from his work as a legislator, Delos Santos is a member of the Road Engineering Association of Asia and Australasia (REAAA) (since 2015), and the Kiwanis Club Philippines since 2013. The REAAA, according to its website, is an association that "promotes the science and practice of road engineering and related professions in the Asia Pacific region through developing professional and commercial links within and between countries within the region."
