DSWD chief seeks to fast-track graduation, exit of ‘non-poor’ 4Ps beneficiaries

Department of Social Welfare and Development (DSWD) Secretary Erwin T. Tulfo has urged the Pantawid Pamilyang Pilipino Program (4Ps) National Program Management Office (NPMO) to expedite the graduation activities and exit process of those identified as “non-poor” under the 3rd National Household Targeting System for Poverty Reduction (NHTS-PR), otherwise known as “Listahanan 3.”

In the opening of the Planning Workshop on the Graduation of Non-Poor and Entry of Poor Households on Aug. 2, Tulfo said that the data from the new Listahanan will be used to process the delisting of 4Ps household-beneficiaries who are already non-poor.

Meanwhile, he said that households assessed as poor in Listahanan 3 are potential household-beneficiaries of the 4Ps.

Aside from being assessed as poor, potential household-beneficiaries must have children below 18 or pregnant members at the time of the enumeration and they must comply with the conditions set forth by the program, Tulfo added.

“Dapat siguraduhin natin na ang ilalagay sa 4Ps ay talagang karapat-dapat na maging benepisyaryo ng 4Ps, prioritizing the solo parents, farmers, fisherfolk, persons with disabilities (We must make sure that those who will be included in the 4Ps are really worthy to become beneficiaries, prioritizing the single parents, farmers, fisherfolk, persons with disabilities),” he said in a statement on Wednesday, Aug. 10.

Moreover, Tulfo directed the 4Ps NPMO to ensure that all municipal and city links will submit case folders of household-beneficiaries to check the status of their living conditions.

He added that the validation and delisting of beneficiaries must be finished by October.

One of the marching orders of President Marcos to the DSWD is to clean up the list of 4Ps beneficiaries and bring in eligible household-beneficiaries as soon as possible.

The DSWD has already started the process through a four-day planning workshop to craft efficient mechanisms and strategies for the processing of graduation and eventual exit of non-poor household-beneficiaries, as well as the processing of replacements.

Pantawid Pamilyang Pilipino Program or 4Ps is the national poverty reduction strategy of the national government, by investing in the health, nutrition, and education of poor households.
