San Juan LGU to implement NCAP in August


The San Juan City local government announced on Wednesday, July 20, that it will implement the Non-Contact Apprehension Program (NCAP) starting August as part of its plan to boost traffic order and response capabilities.

San Juan City Mayor Francis Zamora signed the Memorandum of Agreement (MOA) for the installation and use of the CCTV cameras and the NCAP system in the city with Dodoo Ona, Managing Director of QPax Traffic Systems at the city hall.

"Magsisimula na po dito sa Lungsod ng San Juan simula sa buwan ng Agosto ang Non-Contact Apprehension. Ibig sabihin, tayo po ay magsesetup na ng CCTV cameras sa ating major intersections dito sa ating lungsod, at ang mga kamerang ito ay magvivideo o kukuha ng mga litrato ng mga traffic violators kahit wala tayong physical enforcer sa mga lugar na iyon (Starting August, the city of San Juan will implement the Non-Contact Apprehension system. This means that we are going to set-up CCTV cameras along our major intersections that will video and take photos of traffic violators even without a traffic enforcer physically present in the area)," Zamora said.

"Sa panahong kayo ay nagkamit ng traffic violation, kayo ay mavivideohan, mapipicturan at base sa impormasyon na makukuha natin mula sa plate number ng inyong sasakyan, kayo ay mate-trace sa Land Transportation Office (LTO) at kayo ay papatawan ng mga karampatang multa base sa inyong traffic violation (Once you're caught violating traffic rules, you will be caught on video and photo and based on your plate number information that will be obtained from the Land Transportation Office, you will be traced by the agency and will face penalties depending on your traffic violation)," he added.

Ona explained that QPax's CCTV cameras being used in the NCAP system are powered by Artificial Intelligence and are equipped with pre-selected violations, removing the need for any human intervention.

He added that the same cameras are being used in other countries such as the United States, Germany, Japan, and Singapore.

Other cities in Metro Manila have also transitioned to NCAP such as Quezon City and Manila.
