COA flags DOTr for P8.66-B worth of unfinished, suspended projects
About 13 projects of the Department of Transportation (DOTr) worth P8,664,318,723.12 in taxpayer’s money were delayed, terminated, or suspended due to issues in the transport body’s project implementation, the Commission on Audit (COA) found.

In an audit report released on Thursday, July 14, the state auditors said they found that P8.66 billion in projects spearheaded by the DOTr have either been delayed in its completion or flagged as idle or suspended by the end of 2021.
These are the projects which the COA marked as delayed:
1. DOTr-MRT (Manila Metro Rail Transit) 3 Capacity Expansion (CAPEX) Projects – Lot 1: Supply and Delivery of 48 Light Rail Vehicles, with a contract cost of P3,759,382,400.00
2. DOTr-OSEC (Office of the Secretary) Construction of Unified Grand Central Station – Area A, with a contract cost of P2,783,000,000.00.
3. LTO-SHO (Land Transportation Office-Sectoral Head Office) Replacement Plates, with a contract cost of P1,152,733,050.00.
4. LTFRB-CO (Land Transportation Franchising and Regulatory Board-Central Office) Public Utility Vehicle Modernization Program (PUVMP), with a contract cost of P392,620,000.00.
Meanwhile, these are the projects the COA flagged as idle or suspended:
5. MACC System Project-Phase 1, with a contract cost of P290,812,358.82.
6. MACC System Project-Phase 2, with a contract cost of P211,771,295.00.
7. Buhatan Port- Construction of Port, with a contract cost of P17,337,177.00.
8. Santa Fe Port-Development of Sta. Fe Port, with a contract cost of P17,537,313.71.
9, KBK Lot 9 (LTO & PPA ), with a contract cost of P5,579,137.32.
10. KBK Lot 14 (CAAP , LTO & LTFRB) Region 12, with a contract cost of P7,429,683.94.
11. KBK Lot 15 (CAAP, LTO & PPA), with a contract cost of P9,366,191.56.
12. KBK Lot 12 (CAAP, LTO, LTFRB & PPA) Region 10, with a contract cost of P8,880,899.45.
13. KBK Lot 11 (CAAP, LTO & PPA) Region 9, with a contract cost of P7,869,216.32.
The Manila Area Control Center (MACC) is an air traffic control service provider within the Manila Flight Information Region. On the other hand, the Kayo ang Boss Ko (KBK) is a toilet facilities improvement project.
As a result, the COA recommended that the DOTr fast track the continuation of the projects and to coordinate with the Department of Budget and Management (DBM) for the immediate release of funds for certain projects, as well as to revise the work programs of the aforementioned projects to ensure their success.
“Act with urgency to come up with a continuity plan and utilization plan for the noted terminated and idle projects, not only to avoid potential wastage of public funds but primarily to realize the objectives for which these projects were implemented,” the COA said in its audit report, addressing the DOTr.
