Bulacan PPO named PR03 Civil Disturbance Management champion


The Bulacan Police Provincial Office (BulPPO) emerged as the champion in the 2022 Police Regional Office 3 (PRO-3) Civil Disturbance Management (CDM) competition held on Tuesday, June 21, at the PRO3 Grandstand, Camp Captain Julian Olivas, City of San Fernando, Pampanga.

Also proclaimed winners were the Bataan Police Provincial Office - 1st runner-up, and the Regional Mobile Force Battalion -- 2nd runner-up.

The CDM competition puts police officers' abilities, operations, and equipment preparedness to the test, as well increases their capacity to manage mass action and public disturbances with maximum tolerance.

The ceremony was led by Brig. Gen. Matthew P. Baccay, Central Luzon police regional director with representatives from the Police Provincial Offices (PPOs) of Angeles, Aurora, Bataan, Bulacan, Nueva Ecija, Olongapo, Pampanga, Tarlac, Zambales, as well as the Regional Mobile Force Battalion (RMFB-3).

Each team went through three stages or phases of the competition: graded inspection, eight fundamental formation displays, and a problem-based scenario. In the scenario, there were real assailants poised to attack them or protest when there is civil unrest.

The competition will be a proactive step for any mass movement with the aim of protecting human rights in the performance of police responsibilities. It also ensures the efficacy and efficiency of all CDM units, particularly in terms of the growth of individual competence and the upgrading of equipment.
