Retired Philippine National Police (PNP) Deputy Director General Ricardo de Leon has been named the National Intelligence Coordinating Agency (NICA) director general-designate by President-elect Ferdinand “Bongbong” Marcos Jr.

De Leon is the president of the Philippine Public Safety College (PPSC) and an ex-officio member of the PPSC Board of Trustees.
In 2005, he retired from his PNP post and was appointed as the first non-Muslim and non-Mindanaoan president of the Mindanao State University; afterward, he served as executive vice president of Centro Escolar University (CEU).
De Leon graduated from the Philippine Military Academy (PMA) as a member of the “Matatag” Class of 1971.
He holds a Master's degree in Business Administration from the Pamantasan ng Lungsod ng Maynila (PLM), a Master's degree in Management from the Philippine Christian University, and a PhD in Peace and Security Studies from Bicol University.
As NICA director general, De Leon will join the national government’s security cluster alongside the Departments of National Defense (DND), Interior and Local Government (DILG), Foreign Affairs (DFA), and Justice (DOJ); the Armed Forces of the Philippines (AFP); National Bureau of Investigation (NBI); and PNP.
He will lead the NICA in intelligence-gathering and analysis programs on behalf of the national government.
