Estrella, who is ABONO Party-list’s incumbent representative, has served in the House of Representatives as early as 1987.

When he was just 26 years old, he represented Pangasinan’s 6th legislative district from 1987 to 1995 during the 8th and 9th Congresses.

He served as lawmaker for the same district from 2001 to 2010 under the 12th, 13th, and 14th Congresses.

In 2013, he was elected as ABONO Party-list representative, and in 2019 was designated as House deputy speaker.

The party-list, which derives its name from the Ilocano word for fertilizer, primarily represents the marginalized sector in agriculture, particularly in the province of La Union in the Ilocos Region.

Interestingly, Estrella’s grandfather–Conrado Estrella Sr.–also served as the Secretary and Minister of Agrarian Reform from 1971 to 1986 under the administration of late President Ferdinand Marcos Sr., father of the President-elect.

Estrella, as DAR secretary, will lead the executive department in the distribution of farm land within the country.
