Laguesma, who accepted the cabinet post, has already tenured as DOLE Secretary from 1998 to 2001 under the Estrada administration.

He also served as DOLE Undersecretary from 1990 to 1996, and even had a stint as Presidential Assistant from 1996 to 1998.

On top of his experience in Labor and Employment, Laguesma was also a member of the Social Security Commission (SSC)–specifically, he was the Chairman of the Audit Committee–under the Social Security System (SSS).

Laguesma graduated with a Bachelor’s degree in Political Science from the Lyceum of the Philippines in 1971, then proceeded to earn a law degree from the Ateneo De Manila College of Law in 1975.

In terms of post-graduate studies, he took up an Administration Course as a Colombo Scholar at the Royal Institute of Public Administration in 1985. He also completed a CES Development Program at the Development Academy of the Philippines in 1984.

In Marcos’ cabinet, Laguesma will once again lead the DOLE in enforcing the Labor Code of the Philippines, and in creating policy and services beneficial to Filipino workers.
