Valenzuela LGU opens new 3S Center to bring services closer to the people


The Valenzuela City government inaugurated its 24th 3S (Sentro ng Sama-samang Serbsiyo) Center, the “Daluyan Souvenir Shop” and “Daluyan Souvenirs on Wheels” in Barangay Tagalag on Friday, May 20.

"Ang layunin ng 3S Centers natin, ilapit sa inyo ang serbisyo. Bukod sa ilapit, gusto natin One-Stop Shop, 'yung tipong pagpunta niyo, andiyan na 'yung health center, daycare, andiyan na lahat ng kailangan niyo (The objective of the 3S Centers is to bring the services closer to you. Aside from this, we want a One-Stop Shop where you can see the health center, daycare, and all your needs),” incumbent Mayor Rex Gatchalian said.

The 3S Center in Barangay Tagalag is a two-storey building that houses a barangay hall, a health station, Alternative Learning System (ALS) and day care centers, a Sangguniang Kabataan (SK) office, and a multi-purpose hall.

The centers are integrated government facilities that aim to promote governance that is open to the people and to ensure that the city’s services are brought to them.

The local government said that the first 3S Center was built in Barangay Poblacion in 2014, while three other centers are rising in Barangays Palasan, Mapulang Lupa, and Canumay West.

Valenzuela City Vice-mayor Lorie Natividad-Borja, Deputy Speaker and mayor-elect Wes Gatchalian, Barangay Tagalag Chairman Obet Geronimo, SK officials, and other city councilors were present during the inauguration.

The city also opened on the same day the new “Daluyan Souvenir Shop” and “Daluyan Souvenirs on Wheels” at the Tagalag Fishing Village to further develop the tourism spot and for the youth to gain more knowledge in business and to get additional income.

The physical and mobile shops sell different locally made items such as bags, shirts, keychains, magnets, puzzles mugs and others, according to the local government.

It added that the shops were proposed by the Tagalag Youth Organization and made possible through the cash prize given by Galing Pook Awards.

Tagalag Fishing Village, which was opened in 2020, is a tourism spot in the city where families and visitors can enjoy different recreational activities such as fishing, walking, and boating. It also provides livelihood to fisherfolks and other residents.

It was cited during the Galing Pook Awards in October 2021, along with two other local government programs, namely the “Paspas Permit that allows residents to easily apply for business permits and the “Valezuela Live”, the city’s streaming school that help students in their distance learning needs during the pandemic.

For his part, Tagalag SK Chairman Arcee Dayego said that the souvenir shops were named “daluyan” to convey that the project is all about “cycle,” where its income and benefits will not be stagnant.

The revenue generated from the said project will be used for the youth education and other innovative projects.

Rep. Wes Gatchalian vowed to help in negotiating with the Department of Trade and Industry (DTI) to promote and improve the project.
