PNP to investigate its two-star general for alleged 'erratic behavior'
Gen. Dionardo Carlos, chief of the Philippine National Police (PNP), has ordered a thorough investigation into the alleged verbal abuse of a two-star police general against a police official and two other operatives of the Criminal Investigation and Detection Group (CIDG).
Carlos said he will leave it to the PNP Internal Affairs Service (IAS) and the Grievance Committee headed by the PNP Deputy Chief for Administration to look into the complaints of three policemen against Maj. Gen. Arthur Bisnar, director of the Directorate for Human Resource and Doctrine Development (DHRDD).
"I will not say something on it. Let it be handled internally," said Carlos.
Based on the complaint forwarded to the Office of the Chief PNP, Bisnar allegedly berated two CIDG men, one for wearing a bracelet and the other one for failure to clear a road inside Camp Crame in Quezon City.
the head of the CIDG-National Capital Region was also not spared after Bisnar allegedly confronted him for not wearing a uniform for the flag-raising ceremony.
Silvio was then about to enter the CIDG premises but was prevented by the vehicle of Bisnar which was parked near the entrance.
Silvio explained to Bisnar that he was about to wear his uniform since it was only 7 a.m. The flag-raising starts at 8 a.m.
In the report, Silvio said other PNP personnel also had bad experiences with Bisnar.
"In this regard, respectfully request conduct appropriate action to address the said incident and to prevent similar case," Silvio said in the incident report.
