The controversial Self-Learning Module (SLM) which, according to netizens, placed Vice President Leni Robredo in a negative light did not undergo quality assurance or conformance review, the Department of Education (DepEd) said.
In an official statement released on Friday, April 8, DepEd said that the learning material was validated to have come from the Schools Division Office of Manila.
“We admit that this module did not go through their conformance review—as it should—hereby placing mechanisms that should be followed in next productions if any,” DepEd Division of City Schools - Manila said in a separate statement dated April 7.
The Division of City Schools – Manila also issued its side on the matter concerning an SLM “Quarter 1 – Module 2.2: Methods of Philosophizing Introduction to the Philosophy of the Human Person.”

The Division of City Schools – Manila explained that it embraced the “Learning Must Continue” mandate of the DepEd amidst New Normal through Blended Distance Learning Modalities with the thrust of quality education in mind.
“Thus, this mandate must be reflected in all the strategies that we employ or undertake,” the Division of City Schools – Manila said.
To complement this undertaking, the Division of City Schools – Manila said that the production of instructional materials was “locally institutionalized” in an effort to ensure that “learning resources are made available while pandemic is still prevalent.”
DepEd said it was in September of 2020 when the first edition of the controversial module was published both in print and electronic platforms --- alongside other modules.
This, the Division of City Schools – Manila said, is in preparation for the opening of classes for School Year (SY) 2020-2021.
Referring to the SLM, DepEd said that this was used by Senior High School (SHS) learners of schools within the jurisdiction of SDO Manila.
However, the Division of City Schools – Manila said that this particular SLM “did not go through their conformance review.”
As an institution that fosters truth and academic freedom, the Division of City Schools – Manila said that it adheres to DepEd policies, especially on prohibition from engaging in any electioneering and partisan political activity.
